I think if someone holds eye contact/smile for an longer than 3 seconds you might have something.....but even then approach with caution and start some flirty small talk.

IF a lady smiles at you while making eye contact, then looks away, in my experience she is almost always flirting with you, or, at least, expression some degree of admiration for how you look/dress. Of course not when you're being introduced or something; everyone smiles then. I'm talking when you're passing each other on the street.

So if the woman in the store or wherever pulls her lips back, exposes her teeth and starts shrieking and jumping up and down and flinging things at you then I'd say in this case, it's a "no go."
I would interpret that action from a female as an invitation to approach.
I smile at women when hitting on them and to assess how open they are to an approach.
