I think the bare minimum would be to wait for an attractive woman to approach you and ask you out, then wait for her to make the first move to seduce you. This might require some patience on your part. Good luck.
In that case he has a better chance simply being a woman. Like you said, he will need patience to have someone approach him and than take him out and take care of him. But since he's a guy, not quite.
Aaaanyways, if this is a serious question I guess he first needs to work on the basics. As a guy you just can't just sit there and wait. You need to have a nice approachable personality, easy to talk to, some sense of humor, know your basic current events to be able to carry on a conversation about whatever comes up, etc. When it comes to finances, you need to have a job. Doesn't matter if the dinner is cheap or expensive, someone in the end will have to pay for it and we all know that is up to the guy most, if not, all of the time. Have some mode of transportation too. Having a nice cool car helps but if not at least keep your car clean and comfortable. Some basic grooming and go for it tiger!
Not too demanding, I think most men can leap that hurdle.
