Really, some of you guys have to stop this overgeneralizing, and simplistic thinking. Think creatively; dare to live outside the box.

Some of it depends on the prospective partner's willingness to do so, too. A good buddy of mine married a Scotsman and ex-patriated. People she meets there are always surprised that she's not a loud-mouthed, blustery Drumpf supporter. That's the impression a lot of people around the world have of us right now, right or wrong on an individual level.

only if they were not religious, I dont get along with very religious peoples, too much red tape

I definitely wont convert to their religion, and I dont expect them to convert to my beliefs,

they also must speak fluent English, and have permanent residency here in the USA, I will not travel to a foreign country to find a wife, they must already live here in the US.

Exactly, and my criteria would have less to do with language (as in the OP's poll) and more to do with the treatment of women in this hypothetical guy's culture. Also, a culture where I'd be competing with his mother for his affection would be problematic.

Like I say, that was my assumption when I started the thread, talking about foreigners with permanent residence in the US.

I guess for some speaking English isn't enough, yes you may have decent fluency in it, but do you understand American humour, colloquialisms etc. I guess for some that may be a factor as well (if we were being a bit picky)
