You assume that because most casual encounters stem from a bar. Seedy, but true. The thing about purchasing a drink for a girl is that it provides an opening for you to chat with her. That's how I see it, at least.

My issue with the drink approach is the stigma that it basically means that I would want to get in the girl's pants ASAP.
In fact, I might want to, but only superficially at that point. Maybe mind-blowing for a guy to say, but, I would approach the girl because I want to get to know her. So I keep my greeting rather simple or purely situational.
