Yeah, I can't imagine it being necessary except for an emergency, especially multiple times during the workday. WTH?! What's that all about? Is this about bored stay-at-home spouses, or something?
My mother used to call me in the afternoons, when she was completely bored. (She had her sister to spend mornings on the phone with.) My supervisor always told her that no personal calls were allowed, so she started making up "emergencies". A different emergency every week or so. True story.
During actual times he is working, very, very rarely. I think less than five times in the last 2.5 years. We communicate via FB messenger or text, or we phone each other when we need to after he's done working. He has atypical work hours that fall outside the typical 9-5 workday.
We usually text a couple of times a day during work, usually about what we are doing for dinner, if one of us needs to go to the store, the plans for the weekend, etc.
Almost never. He's busy working and so am I. Although once in a while we do if we are meeting up for lunch or something. Then we might text just to coordinate things.
Calls only for emergencies. My job schedule is not conducive for calls except during lunch and for emergencies ( and I am the boss ). So texting for needs is what we use. Things that can wait will wait until I get home or after 5 PM
They only time I call is if I genuinely need something RIGHT NOW. Otherwise texting is best.

Text message and emails are also used quite sparing during the working day. Sometimes people in my office spend more time texting on their phones than they do actual working! Quite annoying.
We text several times during the day. We'll only call if it's an emergency or we need to get in touch right away.
