Eh, I doubt ALL the guys who have nothing wrong with them and can't get women are doing the things you listed.

I started realizing this after girls NEVER looked at me when walking past me, but were looking at me at stop lights or when just seeing me pass in a car. And I drive/drove nothing fancy. I have an 04 Scion XB, which I've had for almost 6.5 years now. I also have a 97 f-350 7.3 diesel, which turns heads more for the wrong reasons than anything and has almost 400k miles and belongs in a museum.

I don't think this is a good measure of interest.
Maybe they were just looking in your direction while you were in the car.
I would say approach a bunch of women and see what kind of responses you get. That would tell you far more about what kind of vibes you're giving off than looks on the street.

I'm absolutely not saying this is at all a measure of interest, but it's pretty telling that I was getting looked at when my body (which is a thin-ish body type, lower average at most) was not visible to give off very poor body language that I constantly was displaying.
But when it was out in the open, rarely was I glanced at one bit.
I never had much luck with women. I have put it aside throughout my life saying I should just focus on my career then everything will fall into place. I don't act desperate or anything, quite the opposite. Every once in awhile some girls would say I am pretty cute or handsome, but nothing happens from it.
I had only 1 girlfriend in my life and oddly enough when I was about to get a girlfriend, all these other girls started showing interest in me. I literally had to pick who I wanted to be with when I was about to get a girlfriend. Ever since then it has been downhill from there. I am 25 years old and haven't had a girlfriend for about 5 years now.
Why the panic? You are just 25, still plenty time to date.

Being "cute" might not be enough. Maybe you need more people skills? Maybe you're too self centered? Maybe you are too boring? Maybe you pressure girls too much? Maybe you just look/act too desperate?

That's not always true. I use cute instead of handsome/gorgeous all the time. They all mean the same thing to me.

OP is on the younger side, and he references college years (dorms?), so I wonder if this term is just the norm for many in his age group.
I don't use this term to describe a man's look, because I associate it with kids, pets and other innocent-looking things. I will sometimes use it to describe endearing quirks and traits, but not a man's looks.

Or maybe a girl would call him cute if he has a baby face
This OP seems to proving what women have been saying: It's not all about the looks, sometimes looks don't even give a guy a foot in the door.
I think we've heard plenty of times here by now: "Put 2 guys next to each other, one is taller, has more hair --One is shorter, and balding. Women pick the more attractive one every time!"
Ask this guy if that's true. The way one carries themself, the expression on their face, CONFIDENCE. all count as major factors of attractiveness when meeting someone.
