This is the mystifying part of it. The OP seems to be aware that the gf wouldn't have stayed with him, if he'd chosen a different destination. IOW, he knows that love and a certain level of commitment on her part aren't involved. But he's unfazed by this. Perhaps he considers himself lucky that she's with him at all, and is willing to settle for a relationship based on opportunism.

Of course, I say that half-jokingly. She knows that I wouldn't relocate to a city that's undesirable. I feel confident that she would have joined me in either of the choice cities I was debating on.

In your description, she hung back UNTIL you chose, and only then did she show any enthusiasm about moving.

It seems you guys are not going to be convinced unless she has got a ring on her fingers and said she would run right into hell and back. He basically took the advice that was given, and the outcome was to his liking but maybe not what was predicted.
