I mean...that's all on her though. As far as I can tell, all the guy is guilty of is texting her later in the day than he said he would. That's not cool, but it doesn't warrant ghosting.
I think the idea is, this guy being meh about her is a pattern. Just one time, I'd be saying the same thing, probably, although it still does seem odd to let the whole day go by of they were supposed to be making plans. We all know that unless this guy is currently performing surgery under a tent in hostile territoty amid gunspray, he had 1 minute to text.
But even so, I might feel differently if this weren't something that was sort of a pattern. OP...he's just not that into you.

Sometimes I miss Ye Olden Tymes when someone had to leave a message at your home, and because you were out you might not get it for hours or even days, and then you called them back and it was no big deal. The expectation of an instant, immediate response makes me twitchy.
