1) Because you are a literal stranger to him, no different than anyone walking up to him on the street.
2) If you aren't FB friends and you don't have mutual friends, your message will not go to his Messages file but will be unseen as a "Message Request," which he may not even see unless he intentionally goes to that file and looks.
This kind of thing works best if you have mutual friends so you can at least have a frame of reference to start with. Otherwise, what, "You look cute in your profile pic..."?
