Because of the expected response. You can often tell that a guy is likely to do one or more of several things upon being given a no. When they want reasons, you will get argument. About how your reasons are invalid. Not compatible will be met with argument and salesman-like counter and closing about how wrong I am about our compatibility. Also possible is a bunch of attacks ranging from mildly aggressive to very aggressive.
If I get a sense that this might be the kind of response I will get I reply with I will take a pass. And move on. I don't owe them anything more.
Fair enough. I havent had much experience with that happening before my stalker, so Ive tended to gentle rejections or at least a reason why.

With my stalker I did tell him " Never, nohow, no way" though when I realized that polite approach didnt work. That didnt stop him either though.

My suggestion to guys itt to keep pursuing is with the assumption that guy is sane and he and the girl actually have a foundation, like friendship. Not a creep following a girl around to assault her or anything like that.

Well no, now I don't agree with you. There is no legal foundation for not being harassed in this way. It is sucky. It is harassment. But it has no legal remedy.
If a guy persists in asking out a woman on the street and law enforcement was nearby (I KNOW this will never happen) she could alert that officer because it is harassment and it is illegal. We all know this won't happen because police would have to be EVERYWHERE all of the time but... it is still unwanted sexual harassment of another person (even though at the time of the offense the harassee had no recourse).

**The laws regarding "Street Harassment* vary from state to state (California's penal/civil code on this is on the stricter end and enforceable under "lewd acts") **

Here's the thing. The guy who is a creep has NO IDEA he is a creep. No one sits in their mother's basement and thinks, How can I creep out today??

In all actuality, there is nothing wrong with a gentle rejection. But if you are not interested, the best thing to do is to send a clear message. If you sense that the person might be unstable, do what it takes to get clear of this person while not pushing him over the edge...if possible.

It is a jungle out in the world and anything can be taken in any way depending on the person.
