Well, as was previously mentioned, I think it's confined mostly to construction workers and other blue-collar guys.
If you like that type, no problem.
If not, there's always the guys in the BMW's.  They might not have the same rap, but they're just as skeevy...

To those who get catcalled, do you notice it happens more based on what (or how little) you dress?
Some people argue that when scantily clad women roam the street, they're seeking attention and are virtually asking to be hooted and hollered at. I'm not saying it's right for the construction dude to catcall like that, but just making a connection.

Not really, I remember when I use to work at GM, I dressed up everday, usually in suits and/or slacks/sweater. I would go out of my way everyday to take the long route to my desk to purposely not walk through the offices. The guys there were awful with the staring and comments. It was more embarrasing than anything. I use to dread it every morning. I would feel almost sick sometimes just trying to get to my office.
But it's not just construction workers or blue collar men like someone else mentioned - it's more men than that.
Funny: Construction workers making silly (NOT lewd) comments
NOT Funny: Married men at the local waterpark with his wife and kids consistently throwing the beach ball over by you and/or by your kids to come take a peek and making comments with his buddies from across the pool.
Funny: Teenage boys pulling up next to you and calling you a MILF, or saying I'm LEGAL
Not Funny: Oh baby you so fine, I need to get me some of that

I know white collar guys will catwatch (is that the term), as in catcall w/ their eyes, but not verbally. I don't see anything wrong w/ that. I agree it's insulting when a guy shouts to a gal (regardless of observers), "Hey honey, you looking so fine. Shake it like a Polaroid." (Or a gal telling a guy something similar.)
