Catcalls are really not creepy IMO. At least the men are pretty straight forward and it's harmless! And it is pretty funny as long as it's not vulgar, it's usally just a "hey baby, looking goooooooood" Harmless and funny.
What I find creepy is when you are working out in a gym and you see two men stare at you, look at each other and say something under their breath and then laugh out loud, that's creepy. Or when you leave the gym and you find some guy following you out to the parking lot, walk around a few different cars all the while staring at you to see which car is yours...creepy. Or as you're doing your little floor workout, you're on all fours and you feel the need to look behind you and see the face of a man who is waaay too close for comfort.  Or creepy is when you're walking home from the bart station because your husband left you there, you find a taxi driver continue to circle your walk, pulling over on occasion to try to get your digits.  "Hey baby, what's a girl like you doing out walking the street's on a friday night"

I ran this by my wife and some of her hot friends to get their input. Basically it boils down to this:
Creepy - Only when you're not attracted to the person
Compliment - Only when you ARE attracted to the person
I think that pretty much sums it up.

Looks like even the construction dudes are trained not to get the companies in trouble. I've got construction going on around my house, but they only look - don't make a single sound! Were they in Mexico... would've been an entirely different story...

Back in the day, it was creepy. Ten years ago, after 6 kids, I wanted to pay any guy who whistled at me. Now, at almost 50, it's just a pleasant memory....
