My take is that he could be shy. Seriously.
I had a friend in high school look directly at my chest when I would talk to him. Trust me...I don't have man boobs to look at. It was just a shy guy that couldn't look you directly in the eyes when talking to you.
I don't know any guy that would do this on purpose. He would have some serious nerves of steel to look directly at the girls when he knows you are talking to him. Yeah, we take a look but do it when you are not looking at us. Yeah...we get caught but a guy doing it while talking to you....? I think he is shy.

This is very annoying. Especially when I am wearing a shirt that is not revealing in any way shape or form. If a work colleage does this, I lose respect for them right away. My old supervisor used to do this. When I would get up from sitting, I would always catch him looking me up and down. It was gross. And not all men do this, so I know men are perfectly capable of controlling their eye balls. But for some reason some guys just don't have any manners, or they don't think you notice where their eyes are going. I can understand if I am dressed provocatively, or if it is a guy I am dating. But in general, it is just creepy  .

I am a righteous dude; like looking...but here is the thing..i am also a kind person, without a female, and fairly good looking male. That being said; i think women who show out are nice, sexy; but you are right..they don't deserve aggressive macho pigs pawing visually or verbally over them! Was on the receiving end of a playboy bunny at the apatment house where i used to live...turns out she was an undercover vice agent after my hide...deadly tatas with a .38! Ran for my life..smatest-ass thing i ever did! Consider also, i had been poisoned by the lovely pharmacutical company, pfizzer, having my trusted doctor giving me avandia medication...and the heart-attack made me neutured like a gelded horse..i think i have more issues to bear then a wink now-and-then at a sexy lady,agreed?!
