Well, I don't intend to blame the victim here, but I think the more that's revealed the more the wearer wants to be ogled. I mean, if a woman wears an extremely low cut dress over her proud and ample cleavage, and has the hemline high enough to show off her supple, toned, and creamy thighs, then this is a woman who wants to be looked at. Not that I would ever be that overt.
I say everyone needs to keep there eyes on their own women, and stop googlin` other women.

All women look at other women. It's always interesting to watch women when another woman enters the room. They all perform the eyeball scan, immediately assessing her dress size, attire, use of color, you name it. They're subtle, but they look nonetheless.

True...we do. But I sure in the hell wouldn`t knudge my husband to look, as well....even though I know he will. I mean, I wouldn`t point it out to him to say,"Hey, look at that chic with no bra!"
I think I'm oblivious most of the time. My SO tells me quite often that a random guy was looking, but I never notice. The only time I think it's creepy is the rare occasion I get to go out with girlfriends to a club and the old men stand around staring, which I guess should be flattering since that must mean that we are still cute.
I don't mind an appreciate glance at all...it is flattering. However, men who stare at one body part (usually legs or boobs...hard to catch any glances behind you) like they are entranced can be creepy.
I've noticed that foreign men (non-American men) are so much more charming when checking you out. They do this sweeping toe-to-head glance, and then this nod of approval and it feels less salacious and more like they appreciate your feminine style and beauty. Most American men have yet to master this, that I've seen. It could be where I live (small, suburban city).
I'm out of reps for ya, but I second that. I don't have a particular part that stands out among the rest, so I'm kinda unfamiliar with stares at parts.
If women didn't like it they wouldn't wear it, honestly.
