Yes, most definitely they can be! Breasts arent everything; you have to look at the whole package! Id happily date any woman with small breasts, without a doubt.

Cup size is proportionate to band size, so a 32C and a 36C are not the same cup size. Some C cups may be quite small, and others more medium-large. Bra sizing is complicated....
Anyway, I don't care much what men think (and they all have different opinions anyway), because smaller breasts look better in clothes (and often without clothes...small boobs stay upright when the bra comes off. ) I'd rather look & feel amazing in clothes. Small boobs are no handicap or flaw to be overlooked, they're an advantage. If you have over a C cup, it can just make you look fat in clothes. I never see women with large breasts who really look elegant. They might be sexy, beautiful, etc, but never elegant like Audrey Hepburn or Grace Kelly, or other beautiful, thin women with small breasts.
I read something in a magazine recently about Jane Birkin when she first started dating Serge Gainsbourg and how he admitted he was intimidated by her very small breasts. I thought that was interesting, and I can see men being intimidated by small breasts, much moreso than large. Society has set this ideal for all men to find beautiful (ie. women with large breasts), and if you find yourself attracted to something outside that ideal then people may go so far as to question your sexuality. Have you ever heard people say a guy must be gay for not liking huge boobs? I have! I think any allure that small breasts have are intimidating to men, because it's not what they are "supposed" to like, and it's not what is shown to them in magazines and whatnot.

You guys go out of your way not to insult a woman with smaller breasts (commendable) but have no restraint in insulting a woman who has "fake" breasts, which, in most cases, are actually enhanced breasts. What about women who lose their breasts to cancer and then have implants? Are they to be insulted for choosing that route?
If men lost a couple inches to their package or started sagging due to having a child, having cancer, or losing weight, you know they'd be running to the doctor to get those inches back if they could. Just look at the popularity of Viagra. Is an erection with Viagra a "fake" erection? Does it not count as much?
Breast surgery is a major ordeal for most women, it's not just popping in a couple implants, and it's a psychologically traumatic process. I'd hate to think that every women who went that route now has to be more traumatized by the negativity thrown their way because they felt like they lost some of their femininity and chose to feel a little better about themselves.

Obviously in cases of abnormality or medical reasons sure I don't see the problem with enhancement or whatever you want to call it.
But for me personally a woman that gets boob implants just to have them bigger is not appealing to me as a man and it usually suggests some self esteem issues there. Some men might like them, some women might rationalize for them but do they appeal to me personally, no. Do I discriminate against women with implants, sure. I don't like tattoos either and do I discriminate against women with tattoos, sure.

I'm a female and I say, YES! I think attractivness has more to do with personality, which to me makes a person sexy or not. I mean, there are several actors that only looking at a picture, I think yuck, then when I see them act, I'm all hubba hubba (lol, I never use that phrase!)...I once had a huge crush on a guy who wasn't all that cute to look at, but he was hilarious and made me lol, that to me made him super attractive...I would think the same would be for guys. Maybe not as a first glance, some guys are breast men, but by the time they got to know you, it would be different, kwim? And those that only go by breast size are losers anyway! Sorry to you shallow breast guys,lol

Yeah, I talked with the sales associate about that but she said women were finding that the next size up expanded the waist and shoulders but not the bust much.  She said it's a thing with this designer -- all of their tops and dresses don't fit average or larger bosoms! Their jeans are great, though!!!
My son's girlfriend is studying fashion design at university and hopes to intern at a fashion house in NYC this summer. I will be constantly reminding her not to design mostly for the titless!!!!

As a woman with very large breasts, I actually agree with this comment. My hips and breasts are about the same measurements, but I go in 11 inches at the waist. Finding clothes can be really tough. They are also a pain during exercise, especially running.
I do think big breasted women can be absolutely stunning - and I actually like mine - they're in pretty good shape. But I do wonder how they're going to look when I reach 60.
At the minute I enjoy them, if they start being droopy, I will probably have them lifted some time in the future.
I think women with smaller breasts can absolutely still be attractive. I think that a lot of smaller breasted women more than make up for the smaller boobs with amazing bodies. I really don't think there is a one size fits all approach with breasts, weight, height, etc. There is someone out there for everyone! : )
