Maybe this is part of your answer. Now I'm not an expert on New York's cultural geography, but if I'm not mistaken Jamaica has a high concentration of immigrants, many of whom come from countries where racial and ethnic mixing is not warmly embraced, to put it mildly.
Just because New York is extremely diverse doesn't mean there will be less problems than say a conservative area or less diverse area.
