But is it intended that way? I think people who usually say this are referring to the "quantity" of love rather than the "quality." Meaning, they're saying "no one will value you as much as I do," rather than "no one will treat you exactly the way that I do - our love is unique"

Well, those words are usually spoken by either a very or somewhat controlling partner who would prefer that you be afraid to leave them.

It might be true that you will never find someone who loves you like they do, but

That might be a blessing if you are being bossed around, bullied, manipulated, abused or controlled.

I'm just saying.

Yep. Don't tell me you're good/better than the rest. Let your actions and the moral choices you make do the talking for you. 9 times out of ten, people who utter this statement can't cut it in the credible actions and moral choices department when it comes to their relationship.

So much depends on context. It could be a manipulative statement, for the purpose you say. In which case, the response would be, "OMG, I hope not!!"
