As a 40-something, I woul not go out with a 23 year old. I am wearing a sweatshirt that I bought when you were born. But that's me, her standard might be "as long as he's legal".
I don't think it's an age issue as much as a work related mess waiting to happen. The lady boss might love to do the guy some weekend if he wasn't a fellow employee and there would be no problems.
I would think a 23 YO guy would have trouble holding an intellegent conversation with a 40's lady where it was about something that actually interested her.
For the record, at my job, only the upper level management non dating rules apply. Here, dept manager role isn't really that big of a difference from regular workers other than overseeing the dept. besides, my job code is totally different and I'm leaving in August for another school, so it's no big deal.
And for the record, I don't know if it was intentional or not, but just because I am 23 doesn't mean I am immature. But I do appreciate everyone's input.
It's best to just move on. A woman her age is not going to consider a serious relationship with a 23 year old. Even if you were older, given her role in the company as a manager, she is aware of workplace ethics and would not risk her job or a potential lawsuit over dating you.
The workplace may have some pretty cougars....but it's not a petting zoo. Hands off.
It's such a no-brainer in this case. As I said before he doesn't even know for sure that she's "single" (she could well be involved in a S/O relationship even though a proverbial single parent.)
She's apparently given no indication whatsoever that she's interested in him, so let's all skip the assumptive cougar nonsense.
It's fine where fantasy is concerned but it should remain just that and the OP needs to realize that and move on to more appropriate pastures before he makes an ass of himself and sets himself up for dismissal from his job.
And, speaking about pastures, remember that the grass on the other side of the fence isn't always greener or more healthy. Not particularly applicable to this thread but nonetheless food for thought.

At 23 you are young. You have lived only one quarter of your life.
The whole issue you raised actually has less to do with any age difference between a woman and a man than the simple fact that your attraction for the woman involved who has a teenage daughter has never been addressed with her or reciprocated. It's a fantasy!
Your particular employment situation may not specifically address employee relationships but Federal laws supercede state laws. Be careful.
