The fools did not care about rehabbing no X cons.
Sounds like something that would happen around here - this is the Wonderland of Public Official Corruption.

why can't men party every weekend?

Why so judgmental?

Where to find introverted/non-partiers?
Chess clubs, NAON (National Association of Nerds), stamp collecting clubs, bird watching groups, homeless shelters, spelling bees, browsing the self-help section at the local bookstore, and hospitals with patients who are in a vegetative state.

This sounds like high school students...

Lots of museums and libraries have started to have "young professionals" evenings involving lectures/readings and cocktails. You can check those out with a couple of friends. Or join a book club, but you have to be careful that you're not joining a soccer mom type one. The last book club I participated in was half men in their 20s-30s. They were all married/dating, but I met some cool people that way.

Do you guys think the OP and TV Guy would be a nice match? He's introverted and wants a 'studious librarian type.'

Do you wear glasses? Are you brainy? Can you stand snuggle sessions on a sofa while watching a sports event?

Will you travel to Philly?

Seriously, you want to meet a man who is not a party animal, keep out of bars and clubs. Perhaps all good men are sitting home with takeout waiting to meet a nice lady.
You'd think a city would be a great place to meet people.
