But if you go back far enough, the Germans and Celts were the same people.

The beliefs are a bit varied. The basis is that God is has both a Male and Female aspect, not just one or the other. The focus is on balance. Some Traditions focus on both, some erroneously focus on just the female aspect. Focusing on just the male aspect is almost unheard of, but it has been known.
Witches believe in magick. Magick is not unlike praying, in that the devotee is working toward a goal to be accomplished. With Christianity, the prayers are said to God, and then the devotee simply has faith that God will either answer their request in the affirmative, or if it doesn't come to pass, they will let it go as not being Gods will. With Witchcraft (Wicca), the devotee creates a magickal spell, which once put into play is fed (like one feeds a fire to keep it burning) towards the desired goal. More often than not the spell will work. If for instance it doesn't, the devotee will often sit down and examine why it didn't work, and then try again. Spells, and magick in general are worked with the help of the Divine. The devotee asks for help in their task.
There are 8 major Witch holidays a year. Four are Sabbats, and four are Esbats. These are the major worship holidays where Witches get together (or alone if solitary) and commune with God (God/Goddess), have a feast in Gods honor, and work specific magick for a common good.
There is a LOT to Witchcraft. I suggest you go to Barnes & Noble, or Borders and have a look through some books to get an overall view. If you have more questions, feel free to ask.
BB.

There really isn't. There is the Rede that is the basic law to be followed for Paganism, but being Wicca or Pagan is having control over one's self and not allowing others to control one's life.
The Wiccan Rede
(Full Version)
Bide within the Law you must, in perfect Love and perfect Trust.
Live you must and let to live, fairly take and fairly give.
For tread the Circle thrice about to keep unwelcome spirits out.
To bind the spell well every time, let the spell be said in rhyme.
Light of eye and soft of touch, speak you little, listen much.
Honor the Old Ones in deed and name,
let love and light be our guides again.
Deosil go by the waxing moon, chanting out the joyful tune.
Widdershins go when the moon doth wane,
and the werewolf howls by the dread wolfsbane.
When the Lady's moon is new, kiss the hand to Her times two.
When the moon rides at Her peak then your heart's desire seek.
Heed the North winds mighty gale, lock the door and trim the sail.
When the Wind blows from the East, expect the new and set the feast.
When the wind comes from the South, love will kiss you on the mouth.
When the wind whispers from the West, all hearts will find peace and rest.
Nine woods in the Cauldron go, burn them fast and burn them slow.
Birch in the fire goes to represent what the Lady knows.
Oak in the forest towers with might, in the fire it brings the God's
insight. Rowan is a tree of power causing life and magick to flower.
Willows at the waterside stand ready to help us to the Summerland.
Hawthorn is burned to purify and to draw faerie to your eye.
Hazel-the tree of wisdom and learning adds its strength to the bright fire burning.
White are the flowers of Apple tree that brings us fruits of fertility.
Grapes grow upon the vine giving us both joy and wine.
Fir does mark the evergreen to represent immortality seen.
Elder is the Lady's tree burn it not or cursed you'll be.
Four times the Major Sabbats mark in the light and in the dark.
As the old year starts to wane the new begins, it's now Samhain.
When the time for Imbolc shows watch for flowers through the snows.
When the wheel begins to turn soon the Beltane fires will burn.
As the wheel turns to Lamas night power is brought to magick rite.
Four times the Minor Sabbats fall use the Sun to mark them all.
When the wheel has turned to Yule light the log the Horned One rules.
In the spring, when night equals day time for Ostara to come our way.
When the Sun has reached it's height time for Oak and Holly to fight.
Harvesting comes to one and all when the Autumn Equinox does fall.
Heed the flower, bush, and tree by the Lady blessed you'll be.
Where the rippling waters go cast a stone, the truth you'll know.
When you have and hold a need, harken not to others greed.
With a fool no season spend or be counted as his friend.
Merry Meet and Merry Part bright the cheeks and warm the heart.
Mind the Three-fold Laws you should three times bad and three times good.
When misfortune is enow wear the star upon your brow.
Be true in love this you must do unless your love is false to you.
These Eight words the Rede fulfill:
"An Ye Harm None, Do What Ye Will"

Nice, a full wiccan Rede!
However, you can find alot of useful information and about the foundation of Wicca, in this website Wicca Spells.
I really found it extremely useful, hope you will too!
Blessed Be!

Interesting site. I'm a little skeptical of some of its claims (While the site claims that Wiccans eat no meat, many Wiccans (myself included) do, indeed, eat meat on a semi-regular basis).
I'm not sure what a 'Neo-Wiccan' is, but the term is used at least once, so it must mean *something*....
As always, use discretion, be cautious, and apply your own filters to what you read.
This is me, being the Ugly Skeptic Monster.... :P

No, we don't have any books like that. Most keep a Grimoire or a Book of Shadows, but that's not what you're wanting I think. Those are personnal journals of spells, rituals, and just a record of our path that we make for ourselves.
Um . . .The Wiccan Rede or Witch's Rede, whatever you want to use, is generally followed. There are many variations on that too, but they all say pretty much the same thing. There was the 13 Principles as well, but that isn't really any kind of law or anything. A group of witch's came up with that to help inform the public of what we mostly are about.
Wicca and other forms of Paganism are often based on the individual. There's mostly small covens and solitary practitioners, and beliefs and rituals vary greatly between them. It's about a personal connection to the divine. There are no rules on how to do this. When you buy a book on beginning wicca, everyone of them clearly states that what it teaches is an outline and that you should feel free to adapt it to what makes yourself feel comfortable.
The only thing that seems mostly agreed upon is sometimes placed at the end of the Wiccan Rede: "Eight words the Wiccan Rede fufill, An it harm none, do as thou will"
I'd post the 13 Principles of Wicca, but I don't keep a copy. Just google it.

if you think the christians are splintered, the wiccans/pagans really are.there really isnt a real central belief ,or books.there are a million beliefs and books but very little varifiable evidence that the modern stuff has much in common with the ancient stuff.many beleave in a central god which has seperate male and female entities, kind of like the christian trinity where there is god which isnt male or female and then splits into male and female versions, each of which is prayed to for different things are seperate but 1 being.some believe in a god and goddess equal partners but usually the maternal goddess is more interested in helping her 'children'.most are small groups or solitary practitioners who read different books and just follow the practices they 'feel' are right.some see god in everything, sort of like 'the holy spirit' some even retain some semblance of christian belief and use the virgin mary in the goddess role and jesus in the god role with the holy spirit of them both fullfilling the god all around us role.we only have a vauge notion of how the ancient europeans practiced religion.

"...Spells, and magick in general are worked with the help of the Divine. The devotee asks for help in their task."
When you refer to the "divine", what do you mean?
