Sounds like white magic. He cast out a spell or bargain just as a Christian would cast out a prayer. Please God if you let me win the lottery I will do good work with it. Sounds the same to me. Only mine didn't work for some reason?

Yeah, I am disappointed..I was gonna buy up all your houses that have been on the market for so long and turn them into shelters for battered women and children, and give most of the rest to St Judes Childrens Hospital

Seriously Oakback there is no way to know because we can't know what was in his heart. I don't know how accurate his quote was...or if the reporter paraphrased but in contemporary Wicca there are not multiple gods...there is the Goddess (also referred to as the Mother) and there is the Father (also referred to as the Celestrial King or Master). There are variations on the names but there are always a masculine and feminine involved, no others. Again there are many people who identify themselves as Wicca and not all actually follow the true Wicca, so it's confusing and you would really have to ask an individual to know what they are doing.
I know many people think Wicca is evil, but the true spirit of Wicca is not.
The two tennants of Wicca are:
"An it harm none, do what thou wilt" - that's pretty easy to understand.
The rule of three (or threefold law) of Wicca is: Whatever energy a person puts out into the world, be it positive or negative, will be returned to that person three times (or threefold). This is a warning to only put out positive energy (or spells or rituals or actions).
So if this man is a true Wiccan (again only he knows his own heart) then I would say he cast out a simple bargain...if you give me, I will in turn do this good thing. If not then I guess time will tell.
Also before anyone thinks I am or was a Wiccan, I am not nor have I been...but I do have a practicing sister-in-law that is...and we have discussed it extensively.
