I have heared this statement for many years now,

Closest I can find to the exact wording, which was a quote by Ben Frank.

2 Thessalonians 3:10-12

11 We hear that some among you are idle and disruptive. They are not busy; they are busybodies. 12 Such people we command and urge in the Lord Jesus Christ to settle down and earn the food they eat. 13 And as for you, brothers and sisters, never tire of doing what is good.
But of course, there's a ton of scripture in the bible telling Christians to help others, including those who can't help themselves. When you think about it, the verses above could go the other way around easily: Those who fail to help those in need are failing to do "the Lord's work".

Not a Christian, just like to take a look at the mess every now and then for amusement.
