You cannot possibly "know" what any other person besides yourself "knows" . I do have an answer to the question, as this is a question concerning faith, not knowledge. God Bless you jp, I truly am sorry you are struggling so much with faith in God. I really will pray for you.
Is it just me or is praying for rain the most ignorant thing you've ever seen. Ummm, who caused the drought in the first place anyway?
It is no more ignorant than a ball team praying to win a game or a boxer praying to win his match. I often see these acts on T.V. I really don't think that God watches many football games or cares who wins boxing matches. At least people are praying for something (drought) that he would give a crap about if he exists? I really don't see this as being any stranger or ignorant than going to church to pray and millions of people do that every Sunday. What difference does it make where you are? But again, I am not sure whether God actually measures water levels in lakes, etc. I will be sure to discuss this at our next staff meeting.

Moderator cut: personal, rude comments If more people took responsibility instead of praying for miracles or claiming to have an inside track to "God" we'd be much better off.

geos, you asked a question that does have an answer - "what makes bad things happen?". Apparently you aren't really interested in the answer though. Just FYI, belief in God hardly makes one delusional my friend.
I do agree with you that one thing we really need in this world is more personal responsibility in all aspects of our lives

A belief in God is not delusional at all. However believing that God is willing to let it rain during a drought through prayer is absurd.
Has Sonny Perdue's Rain Prayer Been Answered? - Offbeat (broken link)
Keep praying for rain. James 5:16 - Confess your sins to each other and pray for each other so that you may be healed. The earnest prayer of a righteous person has great power and wonderful results.
Typical humanistic viewpoint.
Pat oneself on the back for all things good, and blame a god or higher power for all things bad...
I think you are confusing your terms.
Secular humanists don't attribute anything to god. In fact, they are quick to point out that there is no such thing as "evil" but, rather, that humans are responsible for all things bad.
The least religious part of the country is getting a lot of rain (Pacific NW).
