Well, isnt it nice to see Kentucky actually telling Ken Ham that if he is going to restrict hiring to christians, he does not get any tax breaks to build his ark theme park.
"Certainly, Ark Encounter has every right to change the nature of the project from a tourism attraction to a ministry," Stewart wrote in the letter. "However, state tourism tax incentives cannot be used to fund religious indoctrination or otherwise be used to advance religion."

I can see the argument that the state is putting forth. It doesn't seem entirely unreasonable to say that a ministry can't be a tourism attraction. I guess I'd need more information on it before I made up my mind.

What more information do you need? The article was clear, Ham and his commercial side operation can not discriminate in their hiring practices.
As they are planning to discriminate, they get no tax breaks. I'm not sure how that is confusing in any way.
