My guess is that he's beginning with a strawman argument that "spanking = abuse". Supposedly, it's not possible to spank a kid without beating the snot out of them, according to his worldview.

Spanking is abuse....All it teaches a child is that it's ok for a bigger and stronger person to hit a smaller one....That's how bullies are made.
