I think the sign is funny...but not for the [same] reason they thought it was funny when they put it up. It makes them look foolish/ignorant/uneducated.

Speaking of education...we have a 'seminary'/'bible college' near here, in an effort to [try to] attract students they are advertising that they have dropped their tuition to $0. It reeks of desperation.

The question - especially from a moral standpoint - is whether amusing the comfortable has higher or lower priority as compared to caring for the afflicted.
