For one thing the Watchtower tells the congregation that the whole world is watching them and if one of the members is accused of something like this it will reflect horribly on Jehovah. These people are largely isolated socially so they don't know most people could care less about the group. The "secular authorities" are also in the clutches of Satan while the Watchtower is God's only organization on earth. If that was your mindset who would you want to handle the situation? Satan or God? Plus there is the matter of proof. There either needs to be a confession or a witness besides the victim to the crime for it to be considered Biblically actionable. In light of how they interpret that mandate it would be going against God's Word to proceed legally.
Another practice that helps pedophiles is that the accusation usually must be made in a closed meeting of the victim, 3 elders (all men) and the accused. That is unless the accused is an elder then it can be the victim, 2 elders, and the accused. It is often first determined if the victim did anything to entice the pedo and then the victim needs to describe in detail what happened right in front of the pedo.

If someone is diddling my kid, and the God I believe in is doing nothing to stop it, either I will, or the authorities will. My kid is more important than how a church looks.... If your kid is less important than your churches image, you are an idiot who should never have had children in the first place, and should have them taken from you. If you believe in a God who thinks his churches image is more important than keeping a child from being molested (because even if the church stops it in this case, and kicks the person to the curb, he could just do it again to another child since they didn't go to the police....), you are an idiot with a very low IQ, or exactly ZERO empathy for others.
