Serial-predators-to-be were sometimes forced by circumstance to cross the street.
However they did not control these circumstances, fate or God did.
If there is a God then he has the power to eliminate the circumstances which force people to turn into serial predators or not.
I agree that often criminals have been victims in the past.. but obviously God does not eliminate every circumstance that is harmful to us.. rather He provides a way to rise above them.
If God eliminated every harmful action done by any person, again, that would essentially mean that we have no power of choice... we would be robots. How far do you want to go? Do you want to be a paraplegic so you don't go outside and step on a bug?

I'm not suggesting that God should eliminate every circumstance, just those which will eventually create serial predators.
The serial predator acts like a disease so we should treat it like 1.
Lucifer did not desire to put his throne above God's until after Adam was created. Remember when God completed all of his work he said it is "very good". So, Satans fall was after the creation week and before he came into the Garden of Eden in the form of the serpent to tempt Adam and Eve.
And an all knowing god couldn't foresee that happening?

Not when you are God; unlike us normal humans God can intervene on each individual basis.
Right.. and He tells each of us what to do to avoid evil. He just does not force this.
In heaven there will be no evil, but earth is not heaven. Those in heaven will be the ones who have overcome the battle against evil, and have fought with the tools God provided.

Naturally there will be no evil in heaven because God is there personally, while on earth we have to fend for ourselves.
And evil isn't exactly weak here.
One could claim that the game is rigged or that we are playing against a stacked deck.
I'm sure I'm jumping in late, but God allows evil not because he is evil himself, but because we as humans must overcome evil in order to be better ourselves.
Given the age-old question, "would you sacrifice a life to save millions?", any secularist should, without a doubt, answer "yes." But if that one person does not know that he is saving millions, he sees the actions of his killer as evil.
Or another question, if you could go back in time and kill Adolf Hitler as a child, would you? Such an action would be evil (killing a child), but it would prevent more evil in the future.
God works in a similar way. All of us suffer evil. It may be long or short, severe or mild, immediate or sustained, physical or mental, but in the end, we all suffer it. We suffer and humanity is improved, just a little bit. It is not for us to know His plan. Yes, God knows that we may hurt for a brief time, but it is all part of His plan, which leads us to a greater glory and entering His kingdom after death.
