Unfortunately you will not find direct reference to this as neither phones nor cars were around at the time of Paul. However, refer to I Corinthians 10:9 (NIV): "We should not test the Lord as some of them did - and were killed by snakes." If we talk on a phone while driving we are testing the Lord, as we know this is a hazard and are relying on the Lord to save us from having an accident. Please note this passage applies even if no one else is at risk.
I think only if you kill somebody--But only God has the power to send that individual to Hell or not...Its not wise to do that though..if you do use a bluetooth or wireless...Even then it's not wise
