Sheol is the common grave. Gahenna is mentioned only 12 times in the NT. All OT hell is Sheol. Heaven means high (raised up/rulership) or sky.

Fear is a more powerful primal reaction than pleasure, so it is more naturally occurring.

or maybe it was because constantine wanted to keep the people in fear-i dont think Jesus was

Because "fear" is the message. Without fear, the threat of eternal damnation and suffering in hell, religion would have no hold on the unthinking but always afraid followers.
