It can't have been all that tall, considering the technological level of the builders. So why doesn't god strike down all the builders of modern skyscrapers and make them "babble" too?

They can't even perceive/see Mount Eden, and they cannot begin to climb up to Mount Zion, there, in rebellion, which is what it was all about, to climb back into Eden.

Bab-el means "Gate of God". They thought to get back into the gate of Eden by climbing up and over, but Jesus Christ is the only Way back in, for the redeemed sons of Adam to have access to that City of God in Mount Eden.
After the fall of the tower, God covered the nations with a veil, so that they do not now "perceive" the breadth of the earth where Mount Eden is; but in the millennial reign, that City will be "perceived", uncovered to the yes, as it was pre and post flood, until the fall of the tower and confounding of the language and the scattering of men on the face of the earth, and the diminishing and shortening of men's lives and the veiling/blinding of the eyes to see Mount Eden, God's holy Mountain from which Adam got cast out of.
This is what one can learn from the OT, Book of Enoch, and book of Jasher, together.
Because Mount Eden will be uncovered and "perceived" during the millennial reign, another attempt will be made to overthrow Mount Zion in Mount Eden at the end of the Millennial reign, and fire will come down from heaven and destroy the wicked; and then, the heavens and the earth will be regenerated, and Mount Zion will come down from God out of heaven and be the capital City ruling the new earth, forever.
Job 38:18 Hast thou perceived the breadth of the earth? declare if thou knowest it all.

Mount Eden, the breadth of the earth, is not perceived since YHWH smote mankind with blindness, at Bab-el, just as the angels smote the Sodomites with blindness so that they could not find the door in to Lot's house, all night long! Equally, no one can get into Eden, because they cannot even find the Gate into it, that the Cherubim were set to guard at the fall.

Why do you think that it was not so tall???
Why do you think the technology level of the builders was not up to the task that YHWH said they were up to???
You have pre-conceived opinions that are not based on facts of the ability of the men who decided to ascend up to the realm from where Adam got cast down from, and their ability to ascend by their technology caused YHWH to come down, have a look see in the Person of God the Word, and confound the one mother tongue into seventy mingled tongues from it, that have grown like tree branches, ever leafing out since that time, to over 5,000 today.
We all speak Edenic [ the mother tongue, Hebrew] all confounded from the one because YHWH said that whatever we [the race of Adam] thought to do, we could do; so He set us back to a dark age of technology from which we have not yet recovered from, just so that we could not be one people and do the wicked things we can imagine to do, in our deceitful wicked hearts.

And let us make a name. In other words, they wanted to build something that people would remember. The descendants of Noah weren't very different from anyone else who's ever lived, were they? The Empire State Building, the Eiffel Tower, the Burj in Dubai. No special religious overtones--just the desire to build something special.

The bible is not clear on how tall the tower of Babel was. If we look at other ancient structures that were influenced by the tower of Babel, like the pyramids and Zigurates from around the world. Some people groups were able to build quite large structures using only "primitive" tools. The Great pyramid in Egypt covers an area of 13 acres. That is quite large and can even be seen from space. In comparison, the tower of Babel was being built by all nations combined, harnessing all of the engineering skills and knowlege of all people on the earth.
It must have been some undertaking since God saw that men working together in such unity would not be limited to do anything that they put their minds to and decided to separate them through the confounding of the languages.
The reason God did this was because he told man to go into all the earth. But man, first through Cain chose to build cities to prevent the inhabitants from going into all the earth. Then again the tower of Babel was built to keep people together, so they could build a name for themselves, and so they would not be scattered in the earth. So, this confusion by creating different languages was the result of the disobedience and sin by man.
