You can walk along the Truckee River and check out the shops and restaurants.

Hey, but now I have ideas where to look. I knew nothing about Reno and looking on Google maps downtown just looks like a massive tourist trap while the rest looks very suburban... I'm happy to have been at least guided toward areas worth looking at.

I think the areas you're looking for may be intermixed with the touristy stuff, as others have mentioned downtown near the river and the midtown area. There also seems to be a bit of urbany stuff along court street between Virginia and Flint, that might be midtown though.. not sure. I don't pay much attention to these contrived 'development areas'.
