We are looking at moving to the Reno area in 4-6 months. We want to be in a smaller outlining city close to the mountains for skiing and hiking.

I am looking for some recommendations and realtor recommendations. We will also be looking at buying multifamily units in the area.

Genoa, Gardnerville, Truckee (CA), Carson City, Verdi or Reno. Realtors would vary depending on which area you choose

In Reno, if you are off of Mt. Rose Hwy, you have quick access to Mt. Rose as well as the ski areas in/around Incline Village
Galena park area has hiking etc.

Carson City puts you closer to Spooner Lake hiking area with skiing in Both South Lake and Incline

Genoa, is right at the base of Kingsbury grade and its a quick shot up the hill to South Lake home to Heavenly Valley and others.

Truckee puts you near Squaw Valley as well as Donner Ski Ranch and Boreal along with lots of forest access

Anyway you slice it, Reno and the surrounding small cities have pretty easy access to hiking and skiing

I do want to not live in CA, as NV is way better laws and taxes. I was looking at Incline Village area.

make sure you have a job lined up as the job market here sucks, lots more discrimination then what your use to in CA, I have a friend who just moved from LA that was shocked by the crap job market here but they are semi retired and some income coming in......

I guess everything is relative. Property tax is cheaper in California, but Nevada has no income tax. Sales tax in most parts of California and Nevada is about the same. DMV fees are marginally cheaper in California if you have a newer car. Washoe County has a transit tax that amounts to around 30 cents for a gallon of gas which sucks, but you can avoid it by buying gas in another county.

As far as laws, having lived in both states I don't see any significant differences. Washoe county has the most horrible animal control ordinance in the world, your neighbor can impose a civil penalty against you for your dog barking without a requirement that anyone other than the nutjob neighbor ever heard the barking. There are different requirements for the transfer of firearms, a person to person transfer in California requires a background check, in Nevada it doesn't - but my husband and I both own guns and don't feel adversely impacted by California gun laws.

Reno has it's own charm, in some ways I miss it - but I can't stand the cold weather and the wind was a deal breaker for us, but I can't speak for everyone and many people absolutely love Reno and never want to live elsewhere.
