For you economics drop-outs: There never was any surplus. Not even during the Clinton years. There was a PROJECTED surplus, meaning that if all went perfectly in a perfect upswing economy, we would someday been out of debt. Then DotCom bubble burst (the MAIN reason, 1999/2000), 9/11 and the resulting economic fall-out (2001-2003), the housing decline (Late 2005-now) AND the Iraq war (2003-now) killed that.
Guess they didn't teach that in "Social Justice and Peace" class at the Community college.
