I live in Carson City in an apartment.

Recently, I've noticed more cats running around the complex. I don't know if someone has moved in with cats or they have been looking for shelter as it has been colder. The problem is someone left a container of cat food in the partially covered outside walkway on the second floor, in a common area. Now there is this gigantic cat who hangs out there all night. None of the four total cats appears to go in at night, even though it is freezing. One also hangs out by an apartment downstairs too, outside the door. The woman tenant just moved in there and has this habit of sitting outside in the freezing cold at night. Don't know if one of the cats is hers.

My worry is this cat food left outside will attract more feral cats, and also rodents, and raccoons in the summer. And the food is about 10 feet from my front door. So I don't want an infestation.

Should I report this to the landlord, or am I just being a busybody?

I'd report it and ask about moving the container, if possible.
Maybe landlord could send tenants a reminder.

Call local animal control.

I will email the landlord! Thanks! I will leave it up to her if she wants to call Animal Control. I know every night thought I hear two cats either fighting or having sex at 3 AM.
