What if the estate agent is not providing accommodation on time? If it's legal to put on market property which don't have electricity? So I want to know if I can claim any benefits or refund for hotel from the agency

Yes, one can put a property on the market that does not have electricity turned on. As for the rest--3 sentences with no context is impossible to answer.

Or the building is decrepit and/or the wiring is disconnected as dangerous?
