Default heat problem

My son lives in a house which is very cold due to no heat. The radiator has no problem and the owner apparently lied to them saying the heat was on. I'm going to suggest to call the heat hotline, but what happens if the owner turns on heat only when inspector comes, then turn it off?

I went through the same exact thing. I would imagine if they turned it on and then off again, another heat call would be required.

Is there a minimum temperature that is not being maintained?

I would think a log would go a long way to establishing a case... especially if a few of the neighbors also did the same.

Heat, or rather, lack of heat is a habitability issue in my city... so yes, the inspector would issue a 72 hour notice in most cases.

I think the first step is to talk to the LL and discuss the problem. Maybe the LL thinks the heat is on. If the LL has not turned on the heat, or will not turn on the heat, then call the inspector.
