Federal law: if an applicant is denied because of something on the credit report, the landlord must send a letter that tells the applicant how to get a free copy of their credit report from the credit bureau. Very few states require the landlord to give a copy of the credit report (California does) and the credit bureaus all have a contract with the landlord that says that the landlord can't give a copy of the report to anyone.
Not having your credit report run does not mean you were not screened. Some of my applicants, I don't get any further than discovering they have given me the name of a friend who is pretending to be their landlord. That applicant gets rejected without a credit report being run and that applicant has been screened.
