Was looking at an apartment found by connection (a friend that helped the owner fix the place). There was a new stove and new carpeting. Mentioned he might waive the fee because of connection, a fee for fixing up the place(?). Can they do that?

No security deposit either. It's a spacious place, nice neighborhood area, rly great monthly rent, except charging for fixing up the place, it's not like I'm buying it, I'm just renting it, no money back either. Does this seem right? btw this is New Jersey, Bergen

They're trying to pass the fixing up costs to the next renter...you. Normally, a persons security deposit should be used towards any repairs to prep for the next renter. Sounds fishy.

Well if the price is right, figure out how much you'll save with the lower rate over the course of the lease and compare it with what you would normally spend. If A is lower than B, I'd consider it.

Sounds like a roundabout way to advertise a lower rent than in reality. I would pass.

Just tell LL that you are surprised and would rather pay a refundable security deposit, b/c that is what you are familiar with...... see what the LL says.

Check your state laws to see if a nonrefundable "fee" like this is even legal.

A LL's obligation is to present a rental in accordance with state laws of habitability. I've never heard of a prospective tenant being either asked for or required to give advance upfront money because the LL put n a new stove and new carpeting between tenants. With all due respect, that's ludicrous.

Enter into a standard lease agreement for the apartment, pay first month, one month's security deposit and last month if applicable and demanded. That money upfront? No way at all. With all due respect the LL is either an idiot or a manipulative user ...

And keep in mind just because there is no security deposit doesn't mean the LL can't come after you for money at the end for damage. So in theory he can charge you up front for the carept and stove and then charge you on the back end for any damage to those items. Definitely smells fishy.
