i just got home.......from work.....been there all day. and all of a sudden this lady is babysitting her grand daughter and shes screaming at the top of her lungs. crying. IDK what for but it happens for essentially nothing. wind blows, she gets left in the hall way while they unload groceries, etc etc.

would that fall under the same category as loud music if it happens all the time?

Yes, in my opinion, You could certainly complain to your mgt, but make sure you don't make any noise ever, cause neighbors seem to hold a grudge. Just sayng. Do you have some ear plugs for when this happens?? Or, if you have a neighborly relationship w/ the lady, it is not out of line to approach her, and say I am needing to sleep for my work shift. I am sorry your child is cranky, but could you possibly try to keep the noise down. But, like I say, ppl usually hold a grudge and the first lil noise you make will get a complaint, I would bet on it.
Hard situation, ear plugs would at least help until it somehow gets resolved.

Maybe you and your brother could pool your resources to buy a small place together?

No. It doesn't fall under the same catagory as loud music.

However, if it bothers you that much, you can always call the police and file a noise complaint.

Read your lease. There might be something in regarding vistors and since she's babysitting a lot ( I"m assuming, so please correct me) this may not be allowed.

Kids are annoying, I know.
Sadly you can't stop the crying, and the family that allows it in the halls and stuff is tolerant of it at this point. Unless it's over the top, like 24/7, can't be stopped.

Sorry, but I feel your pain. Some people just won't tell their kids to shut up.

She may not be there that long since she's probably just visiting Grandma. Stick it out if you can and try to find out how long they intend to keep her there.

Do you really believe that telling a crying kid to shut up makes them stop crying?

How old is this kid anyway? OP didn't say.

If you live in an apartment building, you have to learn to tune out noise.
