I have a problem coming up about giving notice at my current apartment. My lease expires in a month and I will be on month-to-month after that. Apartment manager told me 30 days notice is required to move out on month to month. I am finishing up my graduate degree and searching for a job. This might require me to move to a new location at short notice.

My question is: how does the 30 day notice work? Suppose I get to know on October 20th that I have to start my job at a different location on November 10th.

1. Can I give a notice to the apartment management for November 20th, but still move out before Nov. 10th (say, by the 5th so that I can find another place at the job location)? Or can I only physically move out on the date I give notice for?

2. Also, what about utilities (electricity)? How long will I need to maintain it?

3. I will pay a pro-rated amount for November I guess (based on the date given on the notice)?

This is my first move out from an apartment, so I am clueless about how it works.

The first thing you need to know can only be answered by your rental agreement/lease or management.
That is do they accept 30 days from any random day of the month or does it have to be the 30 days including the day rent is due to the end of that period.(such as, rent due on the 1st, so notice should be anytime before the 1st)
None of this applies if management agrees to work out something different with you.

You can vacate whenever but are still responsible for the apt until the end of your rental or until a new tenant rents it,if sooner.
You can turn off utilities unless doing so would cause damage of some sort, which you would then be responsible for....such as mold buildup due to no AC.

Talk to the management or LL and explain the situation. You can move anytime. Paying what is owed is the key.

EXPECT to be paying rent at two places at once for about a month (3-6 weeks).
Budget for it now so it isn't a surprise.

The LL should have an arrangement with the power company to transfer the acct.
Do NOT just have it shut off.
