But, you aren't supposed to fill out a change of address for someone else, other than your own family or business-be aware that you have to sign the card. I agree with the advice to simply write 'not at this address' on the mail and give it back to the carrier. And I'd also say to put your own name on the mailbox.

This is what the Post Office has to say on change of address requests:
The person who prepares this form states that he or she is the person, executor, guardian, authorized officer, or agent of the person for whom mail would be forwarded under this order. Anyone submitting false or inaccurate information on this form is subject to punishment by fine or imprisonment or both under Sections 2, 1001, 1702 and 1708 of Title 18, United States Code.
