is she just boiling water or is she doing it out of the norm in some way?!?
She had two large pots (think big chili pots) on her stove boiling away. Not cooking. Just boiling water, apparently for the humidity. When her alarms have gone off in the past, I noticed the wall of humidity hit me as i walked toward her unit, and asked her about it, but she wouldn't let me in, and I couldn't get anywhere with her.
This time, I nicely insisted that she let me in, because I felt it was an emergency. I needed to know what was going on in there. Hence, the boiling pot discovery.

If she keeps setting off those alarms and the fire dept keeps showing up, someone is going to get fined.
I'm not sure. I don't know that it would be a good idea to involve another tenant, though.
It's also not a good idea to sleep thru fire alarms and phone calls when you're the onsite manager. That's what concerns me more than the neighbors delaying a call to the Fire Dept.
You can always use Google translate to type something up, but what would it say? No more boiling water? Can you legally tell your tenant not to boil water?
When a smoke detector malfunctions the tenant calls the property manager not 911 that is the point.

No. The point is that when a smoke detector goes off, for no reason, and the PM can't be reached...get a clue.
