Here in Brooklyn NY, in a private house with an apartment, the owner, LL, can do what ever he / she wants. If the building I believe is 6 families or more than it is stabilized if after 1970, or something to that effect, before that it is rent control.
But in a private house, the LL is under no city obligations to do this, or that...
Just make sure it is a legal apartment if it is in a private house, some are not, and then headaches begin.
Really? I assume by "ordinary" you mean a "private" landlord who doesn't have multiple rental properties? I suggest you think twice as I now understand where you're going with this. Many private landlords don't do costly background checks (but many do) and the majority of those who don't do check previous landlords. Why on earth would you even contemplate hanging out for an eviction? You're on a month to month so all you have to do is give 30 days notice.
How could anybody on this forum even hazard a guess as to whether or not your landlord is a "screwball"? You've given absolutely no details about anything, have merely thrown out what can be interpreted as hypothetical questions.

If you're "good in court" then why are you asking very basic questions here, the answers to which you could have found anyway in a few seconds by going to your state landlord tenant laws. If you feel you have a viable case to put a lien against your landlord's house and assets then go for it, but throwing out vague questions and comments accomplishes nothing and is a waste of respondents' time.
