I suggest you let it go, since it isn't really impacting you. I bet the people down the hall next to the offender are complaining.
If I was next door to him, I'd first call the cops. Easiest, quickest solution. And many cities/towns include daytime hours as far as when people can disturb the peace.
I live in a senior apt bldg, and many of the seniors use their TV's and radios at practically full-blast. Fortunately, none of them live close to me, so they don't impact me. I don't worry about it.
I use headphones when I watch movies on my laptop, so I can crank it up as loud as I want, without disturbing my neighbors. I do crank my radio while I do the dishes or other cleaning, etc., but that's usually for no longer than an hour. I figure they can put up with me for an hour :-)
I just moved into a nice condo building, very well soundproofed.
I like it very much (so far) but I noticed today that someone down the hall was playing very loud music with bass, it sounded like a club in there!
I could hear it (faintly because the soundproofing is so good) but nevertheless it was there.
Doe HOA or management have any say as far as someone playing music SO loud and SO disturbing even if it is during the day?
The HOA does have a say and will say something to the owner once they start getting complaints. They also might start fining the resident if the behavior continues. The HOA will only contact the owner of the unit, not a tenant. If you're a renter, contact your landlord and ask them to contact the HOA on your behalf.
You can always call the police, but contacting landlord or HOA should be your first step.
