Call the cops. If it's a noise issue, they may be able to do something.

I saw an article about that like 10 minutes after I sent the email. it said they kill 98% of the animals they take in. Total Mindblow!! From the way they talk, I'd have thought they'd be the most humane agency out there. Hopefully animal control will figure it out, if not I'll tell the PETA folks it's ok even if it's not...certainly don't want them putting the dog down.
