Saw this now-closed thread when browsing the web on what to do about really .. REALLY loud kids:

Clever Way to Quiet a Noisy Neighbor

I actually like kids - and I don't mind them free-playing, but my neighbor's kids are out of control and I'm hoping for some kind of solution:

1. They have 2 and I think the older boy (around 10 to 12 by his looks) might be autistic.

2. I called police on them once when Mom refused to let kid in because he soiled himself - this was after about 2 hours of him sobbing. That must have been 2 to 3 years ago.

3. He comes out to play in a common area of the apartment building behind my townhouse about 2 to 3 hours a day. He screams at the top of his lungs the entire time - and I'm not exaggerating. Usually what will happen is he will end up smacking his sister who is about 6 years his junior and she will begin crying.

4. Mom and Dad, of course, are nowhere to be found because they are usually inside their apartment while their kids yell out for them constantly.

I don't know much about parenting as I have no kids of my own, but I was a frequent watcher of Nanny 911 and know that Mom and Dad both threaten the boy and never EVER follow through. Unfortunately the little girl is headed down the same path as they've lived in that apartment for years, but the yelling has gotten much worse this last year and I'm going crazy! LOL ..

I'm wondering if they need some support if their boy has a developmental problem or is autistic - perhaps they don't know how to handle him? I'm not sure what to do? There is a management company, but I really don't want to get them in trouble as they seem like caring parents who sometimes need a break from what I'm SURE is a handful.

Any help or suggestions are appreciated.
