I can't really add anything to this, but funny story about a complex that I lived in... they began requiring people moving in to get DNA tests for their dogs (at the owner's expense). I assumed it was because they were tired of cleaning up the poop and wanted to know whose dogs were doing it so they could fine those particular owners.
The community was very pet friendly, but instead of people walking their dogs at a fenced area at the back of the complex, they would walk them anywhere and let them poop everywhere. Gotta love how a few lazy people ruin it for everyone.
We dealt with this at our last community, but the manager was just as upset as the residents were. She put out a notice to everyone stating the community policy and the local ordinance regarding pet waste and asked that if anyone sees a violator to please forward a picture, video or name and unit # and she will address it. A lady in my building who had 2 small dogs thought it was ok to let them poop everywhere because they 'pooped small'..she ended up being fined by the city and by the landlord. She uses bags now
My new community has this issue, but not as badly because this a residential area, not a rental area, and the HOA (and it's members) are on top of the poop issue. Oh, and yeah, there also on top of the 3 potted plant rule too. lol
If you really want to be a prick, pour something like reheated bacon grease on the poop.
In all seriousness though, get pictures and find out where these knucklehead owners reside. Submit evidence to the landlord and corporate parent where applicable. Also find out if there are any ordinances being violated and get these folks cited if you can. Otherwise, try the first suggestion I made, unfortunate as it may be, or consider relocating to a better community.
Many cities, mine included, have a dog curbing law. If your landlord refuses to do anything after you've provided proof of who's doing it, it's time to call in the city and show them.
Dog is waste is nasty and its the number one way of spreading disease. My dog is up to date on his shots and is checked by a vet regularly, but that doesn't mean all the dogs in my community are. He knows not to eat things off the ground, but that doesn't mean he won't pick up anything.(germ wise)
What thoughtless irresponsible dog owners! It is just plain rude for them not to clean up after their animals and even ruder that the manager doesn't do something about it. Next time you rent a place, you should ask for a tour of the grounds and their pet policy rules about outdoor duties!
