Send the owner a certified letter with all copies of police reports. Always document everything.
This^. My LL and the LL for the apts I manage do not take lightly to any police reports, especially tickets. Both will only allow 1 ticket by police and the tenant is evicted. So as himain and others have mentioned document, document, document and provide all documentation and police reports and tickets to both RE Managers and send it all certified/return receipt ASAP. Forget about waiting for email replies. They can always say they never received it. You can continue to attempt sending emails but make the certified/return receipt your number 1 priority and send ASAP.
A landlord doesn't want to be the referee of neighbor spats, especially if the are landlord for only 1 of the neighbors. The landlord cannot control what someone else's renter does.
Lucky for you, the same property manager might handle both rentals. However, they often don't want to get involved in 'he said/she said' spats.
You have to be very careful about not complaining too often, else they are going to ask one of the neighbors to move once the lease expires. It's possible they ask the neighbor that has the earliest lease expiration date. This could be you. Or maybe your landlord wants to stop all your complaints so just decides not to renew your lease, because your landlord has no control over the neighbor's lease. So your landlord might do the only thing in his/her control to stop the compaints.
Just saying. Tread lightly if you really don't want to move. Because your landlord can require you to move once your lease expires. And landlords sometimes decide to get rid of complainers.
Sounds like Catholic Schools where Nuns dont care who started fight you just spank both of them
