I, and I am sure many others here as well, have researched it and find nothing regarding a LL having to actually bill a tenant for the rent and/or utilities in TX. Utilities have a few stipulations as to how they need to compute utility charges however, the OP has never responded back as to whether they were referring to rent or utilities.
So it is back in your court to prove that a law exists. If you can't then obviously it doesn't exist.
ETA: Of course if utility charges exist and they are billed via the LL, a LL will need to advise the tenant of the actual charge for utilities. However, the OP stated that they do get that charge but just not a breakdown of either the utility charges themselves OR a breakdown of the rent from the utilities. That is what is not clear and we won't know for sure until the OP responds back with specifics.

Oh come on. If you know of a law that requires what you say it does then post the link that cites the law and be done with it. If you can't then I suggest you stop trolling, playing your games and wasting everyone's time.
Troll plain and simple. Not only do you not have a clue what you are talking about but you won't admit you are wrong.
Closest thing to what you describe is the requiremt for a landlord to provide rent receipts for cash payments and even that punisent doesn't include jail time.
